Enforcement Issues of the Animal Welfare Act & ACFA:
The Animal Welfare Act (AWA) & Animal Care Facilities Act (ACFA)  currently govern the commercial breeding industry until the Puppy Mill Cruelty Prevention Act (Prop B) goes into effect on Nov 2, 2011.
